Public Safety

Long a concern for FEC, public safety remains a source of fear for East Chicagoans. Ironically, FEC has received relatively few grant applications from community-based groups seeking to address this critical need. We engaged as many willing partners as possible to determine the best approaches to improving public safety, and so engaged with representatives from over 20 entities to adopt our working definition of public safety:

“Public safety occurs when municipal agencies, community-based organizations, neighborhood associations and citizens build networks that help people to feel secure in their residences, workplaces, schools and public spaces.”

The group concurred that public safety is a process, not a thing. Moreover, we believe that citizens, churches, and community-based organizations share responsibility in ensuring that public safety prevails. Elected officials and municipal agencies are not solely responsible, nor do they deserve all the blame when public safety is breached.

Our group identified five strategic initiatives to improve public safety:

  • Target enforcement and other preventive efforts on specific ‘at risk’ or ‘offender’ populations
  • Build neighborhood networks so that residents can feel safer, enforce community norms, and reclaim their public spaces
  • Strengthen families by helping targeted adults improve their parenting capacities and skills
  • Build a continuum of care, including case management, by mobilizing the earliest possible interventions with the highest risk families where young children are present, or will soon be present

Since 2008, with our partners, we’ve engaged deeply in all of these initiatives, and enjoyed some success. There is still work to be done.
